Question about the new 21 laws https://ift.tt/2XGNSby

I work at a vape shop and when the new 21+ law got passed, my boss told all of us to keep selling to 18+ until further notice. He said the FDA website said more details are to come and so it's not being enforced quite yet because retailers are supposed to get a grace period. However, everything I read on news articles said it was to be enforced immediately.

I tried reading the official bill itself and I don't understand the verbiage one bit but there is a part that says something about 180 days and 90 days, but I can't figure out if that's a grace period or something to do with Congress.

" IN GENERAL.—Not later than 180 days after the date of enactment of this Act, the Secretary of Health and Human Services (referred to in this section as the “Secretary”) shall publish in the Federal Register a final rule to update the regulations issued under chapter IX of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 387 et seq.) as appropriate, only to carry out the amendments made by subsection (a), including to update all references to persons younger than 18 years of age in subpart B of part 1140 of title 21, Code of Federal Regulations, and to update the relevant age verification requirements under such part 1140 to require age verification for individuals under the age of 30. Such final rule shall—

(A) take full effect not later than 90 days after the date on which such final rule is published"

He took this to mean we have 180 or 90 days to comply, but as I understand it, it's a congressional thing and we had to start complying December 20th. My main concern is I want to eventually get into law school, so I can't have my employer telling me to do something illegal if that is the case. But if we do have a grace period, I suppose it's only natural for him to want to use it.
