Is This All the Info We Get on the Proposed USPS Ban Rule before It Becomes Final? https://ift.tt/37uSEOq

Two days ago, USPS opened a placeholder page in the Federal Register, suggesting that it would be updated today with the specific rules and policies they are proposing to implement the VapeMail Ban. The page included a link to a pdf which provided a very general account of their current thinking on the topic. See HERE & HERE for ECR posts on the subject.

USPS did update the page today. They essentially transferred the text of the pdf to the placeholder page. There's nothing new of any consequence.

Is this it? We don't get to know anything more about how the Postal Service interprets certain vague provisions of the Ban until they are set in stone?

That's how it seems to me right now. Just having a hard time accepting it. If someone knows better, please comment.

PS: I know the placeholder page says "You may view the text of the proposed edits to Publication 52 at https://pe.usps.com". AFAICT as of 11:55am (est), there have been no relevant edits. I also know the final paragraph says "Congress expressly abrogated the standard 30-day notice period for a final rule [etcetcetc]" but that's about "the timing of the eventual final rule", not advance warning of the complete uselessness of the proposed rule.
